and<\/li>\n<li>Not locally available and with no local substitutes as certified by the Board of Investments. However, in case of local availability, the importation may still be recommended for duty-free treatment if it satisfies the foregoing conditions, in addition to which the BOI should interpose no objection to granting of duty exemption.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p>Note: Certification for duty-free importation is made on a per shipment basis to ensure that each request satisfies the policy guidelines of NEDA.<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-36400d6 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" class=\"elementor-text-editor elementor-clearfix\"><p><strong>The following organizations and entities may qualify for duty free importation of donations:<\/strong><\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-eb63d3b elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"eb63d3b\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t\t\t<div class=\"elementor-row\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-0ebece3\" data-id=\"0ebece3\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-column-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t<div class=\"elementor-widget-wrap\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-e668239 elementor-widget elementor-widget-text-editor\" data-id=\"e668239\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-text-editor elementor-clearfix\"><ul>\n<li>Non-profit, welfare, and charitable organizations which have been in operation for at feast six (6) months and are licensed or accredited by DSWD;<\/li>\n<li>Non-stock, non-profit educational and training institution duly registered under Philippine laws and operated exclusively for educational purpose, maintained and administered by private individuals or groups, offering formal education, and issued permit to operate by DECS in accordance with existing laws and regulations;<\/li>\n<li>Educational, scientific, and cultural institutions or societies, and similar organizations duly approved by competent authorities such as DECS and the United Nations Educational, Scientific and Cultural Organization (UNESCO) National Commission of the Philippines;<\/li>\n<li>Other non-profit religious and\/or charitable institutions registered with the Securities and Exchange Commission, except private individuals and civic, service, cultural, and scientific organizations or foundations;<\/li>\n<\/ul><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-a328091\" data-id=\"a328091\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-column-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t<div class=\"elementor-widget-wrap\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-97e6d51 elementor-widget elementor-widget-text-editor\" data-id=\"97e6d51\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-text-editor elementor-clearfix\"><ul><li>Government hospitals duly registered and licensed to operate by DOH as provided for in Republic Act 4226 or the Hospital Licensure Act;<\/li><li>Private primary and secondary hospitals duly registered and licensed to operate by DOH as provided for in Republic Act 4226;<\/li><li>Government departments, offices, and agencies, including local government units, except government-owned and controlled corporations;<\/li><li>Duly registered cooperatives certified by the implementing government agency concerned as deserving such incentive; and<\/li><li>Other organizations covered by bilateral or international agreements to which the Philippines is a signatory, and by Presidential decrees and other special laws.<\/li><\/ul><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<div class=\"elementor-element elementor-element-36d0f47 elementor-widget elementor-widget-spacer\" data-id=\"36d0f47\" data-element_type=\"widget\" data-widget_type=\"spacer.default\">\n\t\t\t\t<div Exemptions<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-f5efaff elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"f5efaff\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t\t\t<div class=\"elementor-row\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element #666699;\"><strong>Books, publications and documents<\/strong><\/span><\/li><li><span style=\"color: #666699;\"><strong>Essential machinery and equipment, including its spare parts &amp; accessories<\/strong><\/span><\/li><\/ul><p style=\"padding-left: 40px;\">Only non-profit religious and charitable (except civic and service) institutions, government agencies and hospitals, and private primary and secondary hospitals may be allowed to receive donated essential machinery and equipment including spare parts and accessories on a duty free basis.<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-94300b2 elementor-widget elementor-widget-text-editor\" data-id=\"94300b2\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-text-editor elementor-clearfix\"><ul><li class=\"elementor-image-box-title\"><span style=\"color: #666699;\"><strong>Essential consumer goods not available locally in times of calamities or fortuitous events<\/strong><\/span><\/li><li class=\"elementor-image-box-title\"><span style=\"color: #666699;\"><strong>Food and food products, drugs and medicines and other pharmaceuticals having similar preparations registered with the Bureau of Food and Drugs (BFAD)<\/strong><\/span><\/li><\/ul><p style=\"padding-left: 40px;\">No pharmaceutical product intended for donation will be accepted or distributed unless it is registered with BFAD, in accordance with the provisions of Republic Act 3720. All donated drugs issued clearance by BFAD are subject to strict monitoring by BFAD for intended usage.<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-51407dd\" data-id=\"51407dd\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-column-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t<div class=\"elementor-widget-wrap\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-bb2a2aa elementor-widget elementor-widget-text-editor\" data-id=\"bb2a2aa\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-text-editor elementor-clearfix\"><ul>\n \t<li class=\"elementor-image-box-title\"><span style=\"color: #666699;\"><strong>Medical equipment and devices<\/strong><\/span><\/li>\n \t<li class=\"elementor-image-box-title\"><span style=\"color: #666699;\"><strong>Relief goods for free distribution to the needy or to be used in evacuation centers, provided these are not in commercial quantity<\/strong><\/span><\/li>\n \t<li class=\"elementor-image-box-title\"><span style=\"color: #666699;\"><strong>Reagents for research purposes<\/strong><\/span><\/li>\n \t<li class=\"elementor-image-box-title\"><span style=\"color: #666699;\"><strong>Scientific instruments or apparatus intended exclusively for educational purposes or pure scientific research; articles for the blind; and visual and auditory materials and works of art and collectors pieces of education, scientific, and cultural character pursuant to the Florence Educational Scientific and Cultural Agreement adopted by the General Conference of UNESCO at Florence, Italy in 1950<\/strong><\/span><\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\"><span style=\"color: #1200ff;\">Consumer items such as gas stoves, television sets, air conditioning units, refrigerators, office or home furniture, bicycles, towels, drapes \/ curtains, sheets, blanket, toys,<\/span> among others, <span style=\"color: #1200ff;\">are not considered priority items<\/span> for economic development and therefore do not qualify for duty exemption.<\/p>\n<p style=\"padding-left: 40px;\">The <span style=\"color: #1200ff;\">importation of textile articles commonly known as used clothing<\/span> from any country of origin <span style=\"color: #1200ff;\">is absolutely prohibited.<\/span> (Republic Act 4653, Customs Memorandum Order No. 14, s. 1986, DSWD Department Order No. 28, s. 1999).<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-651fe59 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"651fe59\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t\t\t<div class=\"elementor-row\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-4ab148d\" data-id=\"4ab148d\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-column-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t<div class=\"elementor-widget-wrap\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d40ffc5 elementor-widget elementor-widget-heading\" data-id=\"d40ffc5\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Basic Requirements<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-f837b89 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"f837b89\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t\t\t<div class=\"elementor-row\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-f4296bb\" data-id=\"f4296bb\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-column-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t<div class=\"elementor-widget-wrap\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-6c267ed elementor-widget elementor-widget-text-editor\" data-id=\"6c267ed\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-text-editor elementor-clearfix\"><p><span style=\"color: #666699;\"><strong>From the Donor<\/strong><\/span><\/p><ol><li>Deed of donation duly authenticated by the Philippine Embassy or Consulate;<\/li><li>Itemized list of donation (also referred to as packing list or inventory of donated items);<\/li><li>Proforma invoice or commercial invoice (not required for used items);
