NEW YORK CITY, 26 September 2025<\/b> – <\/span>Associate Justice Alfredo Benjamin Caguioa and a delegation from the Supreme Court of the Philippines paid a courtesy call on Consul General Senen T. Mangalile on 25 September 2025. The visit comes as the delegation attends the International Access to Justice Forum 2025 at New York University (NYU) School of Law and Fordham University School of Law, and conducts official consultations on electronic notarization in New York and Boston.<\/span><\/span><\/p>\n

Justice Caguioa, accompanied by a delegation including Atty. Karl Arian A. Castillo, Atty. Jose Lemuel S. Arenas, Atty. Marychelle T. Mendoza, and Atty. Muviel Justine Martinez, was warmly received by Consul General Mangalile at his residence.\u00a0\u00a0<\/span><\/p>\n

Discussions during the courtesy call focused on the delegation’s mission to learn from the United States’ established system of electronic notarization. As the Chairperson of the Supreme Court’s Subcommittee on the Rules Governing Notaries Public, Justice Caguioa is at the forefront of the Philippines’ initiative to implement electronic notarial services to make them more accessible and technologically advanced for the public.<\/span><\/p>\n

Earlier this year, the Supreme Court of the Philippines approved the Rules on Electronic Notarization. However, the system is awaiting the constitution of the Electronic Notary Services, the body responsible for commissioning e-notaries and accrediting facilities.<\/span><\/p>\n

“We are here to learn from the experience and best practices of the United States,<\/span>” <\/span><\/i>said Justice Caguioa during the meeting. “This visit is a crucial opportunity to gain insights into the processes involved in implementing electronic notarization, from commissioning e-notaries and accrediting providers to ensuring the integrity of electronically notarized documents.”<\/span><\/span><\/p>\n

Consul General Mangalile reaffirmed the Consulate’s support for the Philippine Supreme Court’s modernization efforts. He underscored the importance of such initiatives in improving the delivery of notarial services to both local and overseas Filipinos.<\/span><\/p>\n

The Consul General also extended best wishes to Justice Caguioa and the delegation for their participation in the International Access to Justice Forum, a platform that brings together legal experts from around the world. The forum offers an opportunity for scholarly and practical discussions on advancing civil justice.
