getting married at the consulate
The Consular Officer is authorized by the Philippine Government to solemnize marriages provided it is between one male and one female, both parties are Filipino citizens, and the ceremony will take place within the premises of the Philippine embassy or consulate.
Steps
Set up an appointment
Book an appointment online or email the Civil Registration Section at newyorkpcg.civilregistry@dfa.gov.ph
Submit application for a marriage license and Certificate of Legal Capacity to Contract Marriage (LCCM) at the Consulate
Both parties must be present at the Consulate to apply and submit documentary requirements for application of marriage license and Certificate of Legal Capacity to Contract Marriage (LCCM). Please note that all original PSA documents will be retained by the Consulate and will not be returned.
Publication of Marriage Application for 10 Consecutive Days
The application for a marriage license or the marriage banns shall be posted or published for ten (10) consecutive days before the marriage license is issued.
Issuance of LCCM & Marriage License
The Consulate shall issue the LCCM and a marriage license which is valid for a period of 120 days from the date of issuance. The applicants should get married at the Consulate within those 120 days.
Marriage Solemnization at the Consulate
The applicants coordinate with the Consular staff on the date and time of marriage solemnization. They should provide information about the names and addresses of their witnesses.
Get PSA-authenticated Marriage Certificate Online
You may request PSA-authenticated copy of the Marriage Certificate after 3 to 6 months from the date of marriage. at www.psaserbilis.com.ph. To complete the online transaction, you will need the transmittal details (Reference Number, Despatch Number, Despatch Date and Transmittal Date) which can be obtained from the DFA Manila's Consular Records Division with email oca.crd-us@dfa.gov.ph.
Documentary Requirements
Basic Requirements
Marriage License Application Form
The bride and groom must each accomplish a Marriage License Application Form. The forms have to be signed in front of a Consular Officer.
Birth Certificate
The bride and groom provide one (1) original & three (3) photocopies of their PSA/NSO-authenticated birth certificate.
CENOMAR
The bride and groom must each provide one (1) original and three (3) photocopies of their Certificate of Non-Availability of Record of Marriage (CENOMAR) issued by the Philippine Statistics Authority (PSA). A CENOMAR is valid for only six (6) months from the date of issue by PSA.
Philippine Passport & Proof of Filipino Citizenship
Each party must submit four (4) photocopies of their valid Philippine Passport data page including four (4) photocopies of a proof of their current Philippine citizenship such as: valid US Visa, US Permanent Resident Card or work permit.
Photos
Each party must submit two (2) passport-sized colored photos.
Fees
Marriage License: US$25.00
Solemnization Fee: US$60.00
Additional Requirements for each personal circumstance
For a contracting party who is a widow or widower
PSA DEATH CERTIFICATE
Submit one (1) original and three (3) photocopies
For a contracting party who had a previous marriage annulled by court or dissolved by a Philippine court recognition of foreign divorce
AMENDED PSA MARRIAGE CERTIFICATE with Annotation of Annulment
Submit one (1) original and three (3) photocopies
For a contracting party aged 18-21 years old
AFFIDAVIT OF PARENTAL CONSENT
Parents of a contracting party aged 18-21 years old must execute an Affidavit of Parental Consent. The affidavit must be duly notarized and bear an Apostille.
For a contracting party aged 22-25 years old
AFFIDAVIT OF PARENTAL ADVICE
Parents of a contracting party aged 21-25 years old must execute an Affidavit of Parental Advice. The affidavit must be duly notarized and bear an Apostille.
