Philippine Consulate General Supports “Blue Monday” Campaign in Observance of National Refugee Day 2026

The Philippine Consulate General, together with the Philippine Permanent Mission and other agencies at the Philippine Center in New York, wore blue in solidarity with forcibly displaced and stateless people.

NEW YORK CITY, 22 June 2026 — Pursuant to Presidential Proclamation No. 265, s. 2023, which declares 20 June as National Refugee Day and aligns with the global commemoration of World Refugee Day, the Philippine Consulate General in New York joined the “Blue Monday” campaign during its flag-raising ceremony on 22 June 2026. Personnel from the Philippine Permanent Mission and other agencies in the Philippine Center in New York were also in attendance.

In his message, read by Consul General Senen T. Mangalile, President Ferdinand R. Marcos Jr. highlighted the Philippines’ longstanding tradition of extending compassion and protection to those forced to flee conflict, violence, and persecution. He emphasized that safeguarding the worth of every individual is not merely an act of goodwill, but a responsibility of a just and civilized society.

President Marcos’ message also called for stronger collaboration among government institutions, development partners, and civil society organizations to expand access to education, livelihood opportunities, legal identity, and social support for persons of concern. He also urged Filipinos to help build a society where those seeking safety are welcomed with care and empowered to pursue a brighter future.

A commemorative video was played, tracing the Philippines’ refugee protection legacy since 1923 and reaffirming that the country stands #WithRefugees by rebuilding lives, restoring dignity, and creating pathways to hope.

The 2026 National Refugee Day commemoration carries the theme “Solutions in Motion: Rebuilding Futures Together.” This year marks the 75th anniversary of the 1951 Refugee Convention and the 45th anniversary of the Philippines’ accession to the said Convention. END
