PH Consulate General in New York Joins #BlueMonday in Support of National Refugee Day on 20 June

NEW YORK CITY, 16 June 2025 — Pursuant to Presidential Proclamation No. 265, s. 2023, which declares 20 June as National Refugee Day and aligns with the global commemoration of World Refugee Day, the Philippine Consulate General in New York marked the occasion by joining the “Blue Monday” campaign during its flag ceremony on 16 June 2025, in solidarity with forcibly displaced and stateless people.
Consul General Senen T. Mangalile delivered the official message of Department of Justice Undersecretary Raul T. Vasquez, Officer-in-Charge of the Secretary of Justice and Chair of the Inter-Agency Committee on the Protection of Refugees, Stateless Persons, and Asylum Seekers for 2025 National Refugee Day.

In his message, Undersecretary Vasquez emphasized the Philippines’ unwavering commitment to the principles of human dignity and protection, reaffirming the country’s inclusive stance toward all who seek safety within its borders. He acknowledged the work of the Inter-Agency Committee in advancing rights-based and coordinated responses to vulnerable populations, as institutionalized under Executive Order No. 163, s. 2022.
He also commended the efforts of government agencies in translating policy into meaningful action, including the provision of legal assistance, health care, education, and social protection. Finally, he called on all government offices, civil society organizations, and the public to support National Refugee Day and uphold the Philippines’ role as a beacon of hope and humanity for those seeking refuge.
This year’s theme, “Strengthening Spaces of Resilience and Hope,” adopted by the United Nations High Commissioner for Refugees (UNHCR) Philippines and the Department of Social Welfare and Development (DSWD), highlights the importance of building environments where displaced individuals are safe, supported, and empowered to rebuild their lives with dignity. The Philippines continues to uphold these principles by promoting protection and inclusion for all, regardless of race, belief, or background. END
