DMW Secretary Cacdac Engages Filipino Migrant Workers and Employers, Addresses Consular Corps in New York, Reinforcing Commitment to OFW Welfare

Secretary Cacdac meets with representatives of the Filipino migrant worker community in the greater New York area to hear their concerns and discuss PH government programs.

NEW YORK, 29 September 2025 — On the sidelines of his participation in the United Nations General Assembly (UNGA) 2025, Department of Migrant Workers (DMW) Secretary Hans Leo J. Cacdac, with the assistance of the Philippine Consulate General in New York, held a series of dialogues with Filipino migrant workers, employers, and community leaders.

Secretary Cacdac engaged with key stakeholders in crucial sectors, including the maritime, healthcare, and education industries. The discussions served as a platform for direct, firsthand information exchange, allowing the DMW to identify areas for policy refinement and program enhancement to align Philippine labor migration policies with the current needs of Overseas Filipino Workers (OFWs), with a strong focus on protecting their rights and welfare.

The direct feedback from our migrant workers and their employers is invaluable,” said Secretary Cacdac. “This ensures that our government’s programs are not only robust but also responsive to the on-the-ground realities faced by our OFWs. Our participation at UNGA extends beyond diplomatic talks; it is about bringing global conversations back to the concrete needs of our people.

Among his key engagements was a briefing for the greater New York-area Filipino migrant worker community on 23 September 2025, at the Philippine Center, as well as meetings with the next-of-kin of migrant workers in distress to provide counsel and address their concerns directly.

Secretary Cacdac also joined Secretary of Health Teodoro J. Herbosa in a meeting with Filipino and Filipino-American nurses. The discussion explored opportunities for the US-based healthcare professionals to collaborate with the Philippine government and the local nursing associations to implement concrete actions that will help improve the healthcare system.

In a gala event to mark the 100th anniversary of the Society of Foreign Consuls held on 26 September 2025 at the Yale Club of New York, Secretary Cacdac addressed New York’s Consular Corps, underscoring the Philippines’ leadership in migrant protection and reintegration efforts. 

The event, held under the theme “Strengthening Diaspora Engagement and the Global Diaspora Policy Alliance”, was keynoted by the Minister of Foreign Affairs of Georgia, H.E. Maka Botchorishvili; representatives of various diasporas in the city, local government officials, US Department of State officials, and other government institutions. END
